    Determinants and impact of private sector investment in Malawi: evidence from the 2006 investment climate survey

    Over much of the last two decades, the economy of Malawi has been characterized by economic turbulence and uncertainty that has done serious damage to the private sector. Rapid liberalization exposed an unprepared private sector to potentially damaging forces. This paper draws upon the most comprehensive enterprise survey carried out in Malawi in recent years to assess the current state of private sector investment. We find the following key results: (1) low labor productivity is explained primarily by lack inputs per worker, rather than insufficient capital employed; (2) foreign competition in either domestic or export markets encourages reinvestment of current earnings; (3) firms with monopoly power are less likely to invest in increased capacity; and (4) high interest rates encourage Malawian firms to invest incrementally and using retained profits.

    The use of hydraulic fracturing (‘fracking’) to extract oil or gas from shales is a subject of controversy. There are many scientific questions about the risks associated with the technique, and much research remains to be done. ReFINE (Researching Fracking In Europe) is a research consortium led by Newcastle University and Durham University in the UK, focusing on the environmental impacts of shale gas and oil exploitation using fracking methods. The project was established to answer questions raised by members of the public across Europe on the risks of fracking. It aims to inform the debate surrounding fracking by undertaking scientific research, which will be peer-reviewed and openly accessible.     Asymmetric FDI and Tax-Treaty Bargaining: Theory and Evidence

    Tax treaties are often viewed as a mechanism for eliminating tax competition, however this approach ignores the need for bargaining over the treaty?s terms. This paper focuses on how bargaining can affect the withholding taxes set under the treaty. In a simple framework, we develop hypotheses about patterns in treaty tax rates. A key determinant for these patterns is the relative size of bilateral foreign direct investment (FDI) activity. In plausible situations, more asymmetric countries will negotiate treaties with higher tax rates. This theory is then tested using 1992 data from U.S. bilateral tax treaties. Overall, the data supports the prediction that greater asymmetric FDI activity increases the negotiated tax rates.Foreign Direct Investment, Tax Treaties, Multinational Corporations, Bargaining, Withholding Taxes.

    Flame: A Flexible Data Reduction Pipeline for Near-Infrared and Optical Spectroscopy

    We present flame, a pipeline for reducing spectroscopic observations obtained with multi-slit near-infrared and optical instruments. Because of its flexible design, flame can be easily applied to data obtained with a wide variety of spectrographs. The flexibility is due to a modular architecture, which allows changes and customizations to the pipeline, and relegates the instrument-specific parts to a single module. At the core of the data reduction is the transformation from observed pixel coordinates (x, y) to rectified coordinates (lambda, gamma). This transformation consists in the polynomial functions lambda(x,y) and gamma(x,y) that are derived from arc or sky emission lines and slit edge tracing, respectively. The use of 2D transformations allows one to wavelength calibrate and rectify the data using just one interpolation step. Furthermore, the gamma(x,y) transformation includes also the spatial misalignment between frames, which can be measured from a reference star observed simultaneously with the science targets. The misalignment can then be fully corrected during the rectification, without having to further resample the data. Sky subtraction can be performed via nodding and/or modeling of the sky spectrum; the combination of the two methods typically yields the best results. We illustrate the pipeline by showing examples of data reduction for a near-infrared instrument (LUCI at the Large Binocular Telescope) and an optical one (LRIS at the Keck telescope).Comment: 17 pages, 10 figures, published in MNRAS.     ABSTRACT Protected areas are at the centre of nature-based tourism, which is increasingly popular across the world. As visitor numbers increase, so does awareness of the harmful effects that large crowds may have on both natural resources and individuals’ recreational experience. This volume considers the challenge of transportation to and within natural and protected areas, the improvement of which has already been recognised as having great potential for mitigating the environmental impacts of ecotourism. While several books have focused considerable attention to the management of protected areas in general, little has been said about the specific issue of sustainable transport, an emerging trend that is already reshaping visitation patterns in natural settings. This book provides current knowledge on issues associated with the transportation of visitors in natural and protected areas, and a comprehensive overview of the technical and strategic options available to tackle these issues. It approaches the subject via three main topics: preferences, or the visitors' attitudes towards transportation; practices, where current approaches are assessed through examples and case-studies of successful experiences and methodologies from around the world; and policies, where suggestions and recommendations are put forward for both local scale strategies and broad-scale regulatory action with global relevance. Contributors include academics in the field of natural resource management and tourism, with extensive experience in protected area management and active partnerships with natural park administrations

    Star Formation in the Circumnuclear Environment of NGC1068

    We present near-infrared emission line images of the circumnuclear ring in NGC1068. We have measured the Br_gamma fluxes in a number of star forming complexes and derived extinctions for each of these by comparison with H_alpha. We investigate the star forming histories of these regions and find that a short burst of star formation occured co-evally throughout the ring within the last 30-40 Myr, and perhaps as recently as 4-7 Myr ago. The 1-0 S(1) flux and S(1)/Br_gamma ratios indicate that as well as fluorescence, shock excited H_2 emission contributes to the total flux. There is excess H_2 flux to the North-West where the ionisation cone crosses the ring, and we have shown it is possible that the non-stellar continuum from the Seyfert nucleus which produces the high excitation lines could also be causing fluorescence at the edges of molecular clouds in the ring. The nuclear 1-0 S(1) is more extended than previously realised but only along the bar's major axis, and we consider mechanisms for its excitation.Comment: 10 pages, 4 figures, LaTeX (mn.sty & psfig.sty).     Associative memory in gene regulation networks

    The pattern of gene expression in the phenotype of an organism is determined in part by the dynamical attractors of the organism’s gene regulation network. Changes to the connections in this network over evolutionary time alter the adult gene expression pattern and hence the fitness of the organism. However, the evolution of structure in gene expression networks (potentially reflecting past selective environments) and its affordances and limitations with respect to enhancing evolvability is poorly understood in general. In this paper we model the evolution of a gene regulation network in a controlled scenario. We show that selected changes to connections in the regulation network make the currently selected gene expression pattern more robust to environmental variation. Moreover, such changes to connections are necessarily ‘Hebbian’ – ‘genes that fire together wire together’ – i.e. genes whose expression is selected for in the same selective environments become co-regulated. Accordingly, in a manner formally equivalent to well-understood learning behaviour in artificial neural networks, a gene expression network will therefore develop a generalised associative memory of past selected phenotypes. This theoretical framework helps us to better understand the relationship between homeostasis and evolvability (i.e. selection to reduce variability facilitates structured variability), and shows that, in principle, a gene regulation network has the potential to develop ‘recall’ capabilities normally reserved for cognitive systems
